Here is a bit of an aspirational suggestion.

Although some personal support workers (PSWs) may not have any clue about
cross contamination's, others with that knowledge (even if employed as PSWs)
are not encouraged to act on it. PSW services are managed, prescribed and
optimized at least in Canada. In these unusual times where service from the
usual providers are being withdrawn, there might be an opportunity for
innovation. A suitable organization could seek funding to recruit
internationally trained health professionals with hard earned wisdom about
what is dangerous and what is effective, from an infection control
perspective, to serve as exceptional PSWs. The tragedy is that many highly
competent health care professionals are not licensed to apply their
knowledge in Canada. It is likely that there are more than a few such
internationally trained health professional living in Toronto with
considerable experience in implementing infection control in resource
limited situations. Given that many have taken on low wage service jobs  to
survive in Canada and are likely now to be unemployed it is possible that
some would be willing to be employed to provide enhanced "housekeeping and
nursing service" labour. This enhancement would involve working in
collaboration with engaged clients (like Spirit),  to generate a co-created
individuated inclusive strategies, specific to specific circumstances at
hand. This type of short term intervention could relieve anxiety and
increase agency all-around. If implemented as a discovery/learning exercise
with an inclusive design perspective it could provide an opportunity to
build sharable knowledge and stories with benefits beyond each special case
