Can you please share more about what Mexico is doing specifically?
In addition to the excellent points Ushnish raised, there is also concern about the over-reliance on parents — especially mothers — to compensate for these gaps in service.
And this reliance mostly on moms fails especially when:
The parents have to work and can’t provide the support of an EA - time as barrier The parents are not familiar with the local education system curricular expectations and so are under-equipped to provide that support - knowledge as barrier The parents have their own barriers with language (ESL), their own disability-related needs, level of education, or understanding of how to best meet their child’s needs that adds to the challenge The parents are MIA where there is abuse or neglect or compound the child’s barriers through lack of understanding of their needs and poor response to them.
In post-secondary situations, many of these barriers are still present but the barriers ascribed to parents above are also faced by the students themselves.
When supports are missing, the impact is inequitable even within equity-seeking groups. And those speaking the loudest are often not the ones where the greatest needs exist.
