It was very heartening to hear the Mayor of Leon, Mexico on the panel and the strategies they have adopted. The focus on open education practices, beyond simply open education resources, was also great to hear.

Thanks for the call out. A number of impacts of online education, most of which you know already, but still worthwhile highlighting:

1)    At the K-12 level in Ontario many students with special needs have been falling behind their peers, since they:

  *   did not initially have high speed internet connections at home
  *   did not have the specialized equipment at home that was available at school
  *    do not have the specialized human resources available at home that was available at school
  *   The provincial government of Ontario is providing some additional funding to parents of students with special needs to address this gap, with the latest announcement made on 30th Nov, almost a year into the pandemic


2)    At the post-secondary level

  *   Universities and colleges moved quickly to online learning without accommodating the accessibility needs of students.
  *   Possible accessibility solutions such as closed captioning of all lectures are still not implemented
  *   Remote proctoring software which has been adopted widely by post-secondary institutions, and primarily utilizes facial movement detection, is discriminatory against students with accessibility needs. Any potential “abnormal” facial movement, direction of gaze way from the screen, use of other devices, leaving the room, talking to an assistant etc. is automatically flagged as potential instances of cheating during tests and exams.
  *   Additional software applications utilized in online teaching for collaboration such as Miro and Google Jam boards have not been evaluated for accessibility and don’t provide sufficient accessibility features

In sum, the gap in equitable learning opportunities which existed before the Covid19 pandemic between students with different abilities and their peers, has become wider and not narrower due to the Covid19 pandemic.

This year's theme is "Building back better: towards an inclusive, accessible and sustainable post COVID-19 world by, for and with persons with disabilities".

People with disabilities are disproportionately affected by the health, social and economic consequences of the global COVID-19 pandemic. The Webinar will present and introduce the UNESCO project Story for Development which you possibly have already joined and/or provided your story to. Building on the analysis of 100 stories collected through the online platform “Story4Development”, by artists, sport athletes, entrepreneurs and others, the audience will learn about enabling factors which played an important role for the empowerment of person with disabilities, including during the Covid-19 pandemic.


The webinars will be held in format of a roundtable-discussion on ZOOM. They will be guided by Moderator and invited panellists and followed by a Questions and Answers session with the moderator, an experienced journalist. Interpretation will be provided in French, English and Spanish.

Las personas con discapacidad se ven afectadas de manera desproporcionada por las consecuencias sanitarias, sociales y económicas de la pandemia mundial de COVID-19. El tema de este año pone de relieve la importancia de fortalecer nuestros esfuerzos colectivos en pro del acceso universal a los servicios esenciales, entre ellos la protección sanitaria y social inmediata, la educación, la infraestructura digital, la información accesible, el empleo y otras oportunidades socioculturales, a fin de garantizar que las personas con discapacidad no se queden atrás en tiempos de crisis y más allá.

El seminario web presentará el proyecto de la UNESCO "Historia para el desarrollo" al que posiblemente ya se haya unido y/o al que haya aportado su historia.
