There are many relevant questions to ask about the proposed Civic Digital Trust with respect to the interests of small minorities, who governs the trust, how self-determination is maintained, etc. If you have questions about some of the risks and opportunities, feel free to reach out to me or some of the IDRC team advising Waterfront and attempting to include the perspectives not currently heard at these decision-making tables. One of my biggest concerns at the moment is that our focus on data ethics is almost exclusively focussed on privacy. People that are most at risk of data abuse and misuse are easiest to re-identify, even with the most robust privacy protections. If you are the only person in your neighbourhood with a certain trait, you can be re-identified. Many people also have no choice but to barter their privacy in return for the services they need to survive. Data governance and protections need to go well beyond privacy.
