[community] "Accessibility supported" and WCAG

Through the Canadian Association of Professional Academic Librarians, I've started a national study group on WCAG 2.0.  We're reading about the concept of "Accessibility supported".  This is formal concept and part of the requirement of WCAG 2.0.
One of things WCAG 2.0 explains is:  "Accessibility support of Web technologies varies by language (and dialect)" (source)
Any have thoughts about the state of screen readers/voice input software and language variation in Canada, along with dialects (e.g., Newfoundland English)?
