*Description of Assignment*



The City of Toronto is committed to building an inclusive society and
providing an accessible environment in which all individuals have access to
the City’s services and programs in a way that respects the dignity and
independence of people with disabilities.



The City of Toronto has an obligation under the Accessibility for Ontarians
with Disabilities Act (AODA) to ensure that its internet websites, web
applications, and web content conform to the Web Content Accessibility
Guidelines (WCAG) 2.0 (both Level A and Level AA) before January 1st, 2021.



We are recruiting an experienced and passionate Project Manager to manage
the City's "AODA Compliance Public Facing" project and ensure that the
City's portfolio of public-facing web applications are made fully
accessible.



The Project Manager will manage a team of "Digital Accessibility and Web
Accessibility Specialists" to drive accessibility improvements for legacy
and new web applications and content, development practices, and
back-office process to ensure that the City meets its short- term
obligations while building internal capacity to sustain inclusive develop
practices.



The Project Manager will be responsible for creating and maintaining all
project management artefacts that are required according to the City's
project management gating process.



The Project Manager will work directly the City's Senior Management and
various service providers across the City of Toronto to ensure an organized
and coordinated delivery of sequenced work packages that will ultimately
fulfill the objectives of the project.



The Project Manager (Digital Accessibility) will be responsible for
carrying out their duties primarily at Metro Hall, 55 John Street

approximately in May 2018.



There is currently no incumbent in this role.

*2.0       Assignment Duties*



The Project Manager (Digital Accessibility) is responsible for:



•          Project management of the "AODA Compliance Public Facing"
project as indicated above

•          Planning, managing, leading, and monitoring all activities that
are required to drive accessibility improvements for all new and legacy web
applications across the City

•          Proactively monitoring progress, resolving issues and initiating
corrective action as appropriate

•          Establishing and facilitating project governance to ensure
project success

•          Engaging Senior Management in various City Divisions for input
on strategic directions and implementation planning

•          Communicating and presenting to City stakeholders and Senior
Management on the project

•          Coordinating the project and its interdependencies

•          Managing and resolving any project-related risks

•          Maintaining overall integrity and coherence of the project,
developing and maintaining the project environment to support each sub
project within the project

•          Managing the project budget, monitoring expenditures and costs
against benefits as the project progresses

•          Facilitating the appointment of individuals to the project team

•          Engaging thoughtfully, collaboratively, and diplomatically with
various IT and Business teams across the City to identify the right support
that is needed to drive accessibility improvement efforts

•          Ensuring the delivery of outputs or services by the project team
meet requirements, are in-line with the project blueprint, with the
appropriate level of quality, on time and within budget

•          Facilitating the development of the project blueprint with input
and approval of stakeholders and the sponsor/champion

•          Managing the blueprint and ensuring the capabilities being
delivered are aligned with it

•          Managing the performance of the project team and ensuring that
work is delivered according to a consistent framework and practice

•          Maximizing the efficient allocation of resources and skills
within the project

•          Managing internal and external suppliers to the project

•          Managing communications with stakeholders and the
champion/sponsor

•         Initiating extra activities and other management interventions
wherever gaps in the project are identified or issues arise

•          Reporting progress of the project at regular intervals to
stakeholders and the sponsors/champions

•          Providing web accessibility consultation, evaluation, training,
auditing, development and remediation support to City divisions in
collaboration with various sections of corporate I&T division to ensure a
cohesive client intake and fulfillment, project management and reporting
•          Facilitate and deliver improvements to existing City policies
and standards (such as the "Web

User Interface Standards) to ensure a sustainable "Accessibility by Design"
practice at the City

•          Ensuring quality assurance and accessibility testing is
conducted for all web deployments for

City business divisions and resolving issues as appropriate

•          Ensuring knowledge transfer and training to City staff to enable
effective sustainment of the web accessibility practice

•          Monitoring overall progress and use of resources, initiating
corrective action where necessary

•          Coordinating events that would help raise awareness of digital
accessibility to a diverse range of stakeholders

•          Reviewing and providing input into Request for Proposals,
Request for Quotations, Low- Value Quotations, etc. as required

•          Facilitating accessibility defect triage and resolution meetings
with all key stakeholders

•          Contributing to the City's Multi-Year Accessibility Reports

•          Direct, manage and motivate the project team

•          Develop and maintain an agreed project plan and detailed stage
plans

•          Understand and apply business case and risk management processes

•          Tailor expert knowledge to meet specific circumstances

•          Build and sustain effective communications with other roles
involved in the project

•          Other duties as needed to fulfil the overall goals of the
organization and project



3.0        Qualifications

It is important that the services be undertaken by a Project Manager
(Digital Accessibility) who can demonstrate specific knowledge of and
experience in performing similar work for projects of a comparable nature,
size and scope, as detailed below.



Experience and Qualifications:



1.   7+ years' of progressive project management experience within large
organizations with a track record of delivering projects to completion

2.   7+ years' demonstrated experience with public sector online service
delivery projects

3.   7+ years' demonstrated leadership and hands-on experience managing and
coordinating Web Accessibility subject matter experts to drive improvements
to legacy and new web applications and related digital content within large
organizations using agile methods to ensure conformance with the Web
Content Accessibility Guidelines (WCAG) 2.0 Level A and Level AA

4.   7+ years' demonstrated experience with producing user-friendly slide
decks and successfully delivering Executive-level presentations to diverse
audiences using simple business language

5.   7+ years' demonstrated experience successfully building partnerships
with key stakeholders in order to achieve project results



*Technical Abilities:*



6.   Proficiency with project management tools (such as MS Project) to
produce realistic and clear project plans, work-breakdown structures,
resource plans, and budget plans

7.   Excellent knowledge and awareness of disabilities including visual,
auditory, physical, speech, cognitive, language, learning, and neurological
disabilities as well as relevant accessibility laws, standards, and
guidelines

8.   Excellent ability to coach, mentor, and train business and technical
teams on digital accessibility processes, best practices, and tools

9.   Proficiency with Windows 10, Mobile OS (iOS, Android), MS Office 2013+
applications (Outlook, Word, Excel, PowerPoint, SharePoint), SDLC Tools
(such as JIRA, GitHub, MS TFS, HPE ALM), Accessibility Testing Tools, Adobe
Acrobat Pro, BI Tools (PowerBI, Tableau, SAP Lumira)

10. IAAP Certified Professional in Web Accessibility (CPWA) or an
equivalent credential is a definite asset.

confirm that the services listed in Section 3.0 were performed in a
satisfactory manner; the Candidate may be declared non- compliant and will
not be considered for the remainder of the evaluation process.

Standards documentation and best practices

•          Contribute to the City's Multi Year Accessibility Plans

•          Ensure that documentation is produced, knowledge is transferred,
and training is provided to the appropriate City staff to enable effective
sustainment of the City's web accessibility practices

•          Other duties as needed to fulfil the overall goals of the
organization and various projects/initiatives
