[community] Recommendations for Apps or PC Programs for Painting

Hi all,

Can anyone recommend any good apps or programs for PC/android devices for painting? See excerpts from a client below.

A woman I'm friends used to draw but can't anymore because she shakes - not sure why? ... Anyway she uses a tablet, but her husband has a laptop - a PC.

I think an App would be best for her as she shakes and says she goes outside the lines. On my computer or iPad you can't really go outside the line. Does that make sense? She lives in England so it'd be pounds. I have no idea though there are free ones, but she isn't too good on her tablet or her husband's laptop.
I'm just trying to get her creativity going again if possible.
