The Inclusive Design Research Centre <http://idrc.ocadu.ca/>at has good
resources, they have been doing software development in this space for 20
years
You would get a lot out of Designing Enabling Economies and Policies: DEEP
2016 <http://deep.idrc.ocadu.ca/> which is the latest iteration of an
annual event centred on related topics - fantastic networking opportunity
to find out about recent digital and social reserach.
Check out my friend Tom Pokinko's 2015 research study, Designing Mobile
Applications for Older Adults with Cognitive Decline

In terms of community action, there is a growing community of digital
inclusive designers in Ontario, with Meetups and events tagged #A11y and/or
Accessibility Camp
