The UN has this notion of concepts that are separate from linguistic labels. Inclusive design as a concept does encompass something other than universal design as a concept.
If I’m thinking of the same mapping, the mapping of inclusive design to universal design was for the UK definition of inclusive design. The UK definition saw inclusive design as a compromise of universal design, arguing that not everyone could be included in a single design, and focusing on the business workflow of design.
Inclusive Design as it has evolved in Canada is a larger concept that encompasses an inclusive process of design (co-design), the possibility of providing one-size-fits-one rather than one-size-fits-all through a system for all users, and the cognizance of the larger context and systemic impact of design decisions.
